Job Description:

A.      Responsibilities

The Technical Advisor is responsible for:

  • Effective coordination with the Ministry of Energy (MoE), Power Division, National Energy Efficiency and Conservation Authority (NEECA) and selected cities admiration (e.g. metropolitan corporations, development authorities etc.)
  • Development of operational plan in consultation with partners and stakeholders
  • Identification and implementation of low investment Energy Efficiency (EE) measures in selected cities (administration buildings, school, hospitals, streetlights, water supply and sanitation)
  • Organizing information exchange events in close coordination with cities administration and relevant association (e.g. association of local governments) and (e.g. roundtable meeting(s), workshops. seminars etc.)
  • Development of promotional and knowledge sharing material on EE best practices in partner cities for knowledge exchange events
  • Information sharing with Pakistan German Renewable Energy Forum (PGREF)
  • Assessing capacity development needs of relevant partners and stakeholders
  • Expansion of energy efficiency measures to other sectors within the cities’ municipal services

The technical advisor will be responsible for the following tasks:

B.      Tasks

  • Establishing trustful working relation with all project partners and stakeholders (MoE, NEECA and partners cities, relevant associations etc.)
  • Developing detailed activity plan in consultation with all partners and stakeholders incl. budgetary requirements
  • Advise partners and stakeholders on implementation of low/no investment energy efficiency measures within the municipal services in partners cities
  • Advise partners and stakeholders on scaling up successful energy efficiency practices to other sectors and cities
  • Identifying needs for external support (national and international short-term experts) and developing terms of reference (ToR)
  • Contribute to the development of communication strategy for dissemination of best practices and information exchange
  • Contribute to the project impact monitoring and annual progress report(s)
  • Provide technical input to relevant information exchange events at PGREF platform
  • Regularly updating operational plan to ensure achievement of project objective and indicators
  • Develop strategic approach for widening energy efficiency applications

C.      Other duties/additional tasks

  • Performs other duties and tasks at the request of management
  • Reports all problems and compliance issues without delay to the AV
  • Work as team member of the project and cooperate with admin and finance unit
  • Actively participate in GIZ working groups meetings to improve communication and facilitate working relationship and exchange of experiences with/amongst GIZ projects and programmes

D.      Required qualifications, competences and experience

Qualifications

  • Bachelor/master’s degree in engineering/economics or any other relevant field

Professional experience

  • At least 5 years’ professional experience of energy efficiency projects
  • Working experience of coordination and networking with national and provincial ministries and departments (MoE, development authorities, provincial energy departments etc.)

Other knowledge, additional competences

  • Fluent written and oral knowledge of English and Urdu
  • Excellent presentation skills
  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
