Job Description:

Role in the Organization:

SIF is currently seeking a Project Manager-GLOF with Community Based Disaster Risk Management (CBDRM) specifically, the experience of GLOF disaster expertise for the management of a CBDRM project in Chitral and experience of GLOF project will be an asset, with frequent travel to field areas in Chitral KP. The Project Manager will support SIF in the implementation of a project called “Reducing Locals Vulnerability through Climate Change Adaptation and Disaster Risk Management” SIF’s self-funded project. The project is foreseen to strengthen the reducing local vulnerability through climate change adaptation and disaster risk management in GLOF-affected areas to support to local communities of Chitral KP.

General Objective:

The Project Manager- GLOF is responsible for developing and implementing the Community Based Disaster Risk Management (CBDRM) and Climate Change Adaptation (CCA) program’s strategy and approach according to the shared objectives of SIF as per the time frame in all of its components and in coordination with logistics, HR, Finance, Security, and administration departments. The Project Manager is also responsible for training and capacity building of staff.

Essential Functions:

Project Coordination and implementation:

  • In collaboration and according to the objectives fixed with and by the Program Manager-KP and Field Coordinator-KP, He/She will:
  • Develop strategies/methods and implement the activities related to reducing vulnerability through climate change adaptation and disaster risk management projects in accordance with the CBDRM model, GLOF hazard-oriented strategies specifications, and project timeframe and budget allocated.
  • Develop the CBDRM strategy, linking to the location and Pakistan-wide strategy.
  • Strategic direction and overall supervision and successful implementation of the project(s).
  • Development of work plans and budget management according to project outputs and results.
  • Evaluate activity progress and determine necessary actions to course correct.
  • Provide program reports that are timely and meet SIF requirements.
  • Develop and maintain strategic relationships with local authorities.
  • Facilitate HQ visits to project sites as appropriate.
  • Work constructively with support teams to ensure sound administrative practices with regard to record keeping, compliance with donor regulations, communications, etc.
  • Frequent travel to project sites and provide technical support to the team as needed.
  • Review the short and long-range plans for the delivery of project services, and provide guidance to the SIF project staff to improve planning, management, and delivery.
  • Implement monitoring systems and record-keeping methods that support routine country-level, reporting as appropriate.
  • Analysis of program databases to report on key indicators. Advise on improved methodologies when applicable.
  • Propose and implement CBDRM and CCA capacity-building activities aimed at enhancing the skills of local staff in the delivery of CBDRM & CCA activities.
  • Lead in conducting Multi-Hazard Risk Assessment (MHVRA) in collaboration with other sectors and the asset Program Manager-KP in the shaping of new project proposals in the project area, in accordance with the Programme Framework, ensuring that assessment reports are written and disseminated.  
  • Represent SIF at the DRR Forums and other related working groups and other stakeholder or coordination meetings, as needed, and maintain a positive, continuous, and visible presence for SIF.
  • Ensure the planning of safe delivery and distribution to beneficiaries, including advising on and adhering to standard operating procedures (SOP), safety and security measures, and training staff on SOP and safety and security measures.
  • Conduct regular monitoring Field visits of SIF-targeted Project areas.
  • Provide orientations on projects as per proposals to staff members internally and externally as and when needed.
  • Ensure the effectiveness of project activities on a weekly/ monthly basis and submit weekly/ monthly, Progress reports as per set indicators and targets of the project to the Program Manager-KP in Peshawar.
  • Collaborate with the Finance/Admin and Logistics to ensure that project supplies and resources are available in a timely manner to support project implementation.
  • Provide support and guidance to other SIF staff to assist in their CBDRM and CCA capacity-building activities.
  • Regularly report to the Program Manager-KP on all activities, weekly, bi-monthly & monthly with progress, achievements, and bottlenecks to document challenges and lessons learned.
  • Assess the risk and needs of populations affected by the GLOF.
  • Stay up to date with all regional and country-specific response plans by donors active in the Disaster Risk Management and Climate Change thematic area and other key actors.
  • Assess and provide technical input, writing, and budgetary input for new program design. Assist Program manager-KP in writing proposals is an essential requirement of this position.
  • Interface with key other donors regarding CBDRM & CCA programs.
  • Share methods, approaches, and tools with SIF colleagues across the region, and contribute toward SIF’s regional response strategy by ensuring programmatic coherence, innovation, and responsiveness.

Human Resources

In collaboration and according to the objectives fixed with and by the HR Generalist, Program Manager-KP, and Field Coordinator-KP.

  • Manage directly the team under his responsibility.
  • Recruit the staff under his responsibility and evaluate them.
  • Anticipate and plan human resources requirements.
  • Organize and solve team conflicts and ensure good working conditions.

Reporting 

  • Prepare daily/weekly/monthly reports according to the schedule defined by the Program Manager-KP/ Field Coordinator-KP

Supervisory Responsibility

  • This position directs and supervises the entire project team. The CBDRM Training Officer, CBDRM/WASH Engineer, Social Organiser, Agriculture & Livestock Assistant, and Log & Admin Assistant, will be under his direct supervision.

This list is not limited; the employee may be required to perform any other task necessary and compatible with its functions.

Knowledge and Skills Required:

  • University degree in Disaster Risk Management/ Environmental Science, Geography.  social sciences/ management sciences/ development/ with technical degree/Diploma/Certification in the training in CBDRM and Climate Change. 
  • More than Five years of experience in a similar background in the CBDRM & Climate Change in the GLOF hazard context.
  • Strong knowledge and Skills in project management and execution of CBDRM and Climate Change programs.
  • Good report writing, and communication skills.
  • Good in documentation, MS office, and software like GIS and Remote Sensing.
  • Familiar with local culture, languages, and dynamics.
